Concept
The site is a transportation hub where two opposing urban fabrics meet. A band of plazas separates the informal settlement of Villa 31 and the railway terminal on one side from a stretching band of high-rises on the other — one side a horizontal aggregation of infrastructure and self-built construction, the other a vertical wall of towers. The blue carbon research center is placed exactly at this transformation point, where the shift between the two is physically legible. The first move of the project is to negotiate that seam: to build continuity across two fabrics that otherwise have nothing in common.
The organizing device is the streamline — the pattern of rail lines fanning out of the terminal, read together with the congregation scale and block aggregation of Villa 31. Rather than treat the streamline as image, the project solidifies it into a working system: the same set of lines becomes retaining walls, circulation, programmatic dividers, and supporting structure depending on where it lands. Program is gradated along the grain, moving from scattered research labs, through offices, to the public spaces — restaurant, exhibition, auditorium — that read as a unifying whole, while circulation runs perpendicular to the streamlines and crosses every threshold.
Resilience
Because the entire Buenos Aires coastline is prone to flash flooding — worsened by dredging and artificial changes to the river canal, with a projected +20ft (7m) sea-level rise capable of swallowing the port, the rail lines, and Villa 31 — resilience is built into the ground rather than added on. Building programs are lifted above street level and the space below is given over to reservoirs. A three-stage detention landscape carries roof and sidewalk runoff into deep water-detention ponds, then filtration ponds, then shallow marshes; wall gutters feed the retention ponds at grade. When the water isn’t needed for defense, the reservoirs are walkable public landscape and marsh — and when serious flooding comes, that same landscape is designed to submerge.
Tectonics
The building is assembled from shear walls, floor slabs, beams, and glazing running in two directions. Instead of simply cutting holes, the concrete shear-wall panels carry a coffer-like imprint that echoes the stepped water ponds in the landscape, giving the walls both a readable thickness and a sculptural quality. Openings shift across the panels to vary the apertures seen from inside and out; slots at the top and protrusions at the bottom ease installation and double as roof drainage — carrying the water logic of the site down into the detail of the wall.
